Del. Wendell R. Beitzel (R–Dist. 1A) and Sen. George C. Edwards (R– Dist. 1) joined many local people last Friday in requesting that the Federal Communications Commission (FCC) give the residents of Garrett County a choice when it comes to their local television options.
Because of FCC designated marketing area rules, most Garrett County residents receive Pennsylvania TV stations, rather than Maryland ones, from cable and satellite companies.
Beitzel and Edwards introduced joint resolutions in the Maryland General Assembly for consideration in their respective chambers. House Joint Resolution 2, sponsored by Beitzel, was assigned to the House Rules and Executive Nominations Committee, which has not yet set a hearing date.
Senate Joint Resolution 2, sponsored by Edwards, was assigned to the Senate Finance Committee, which will hold a public hearing on Tuesday, Feb. 15, at 1 p.m.
In a recent letter sent to FCC chairman Julius Genachowski, Beitzel commented, “This is not just a mild inconvenience for the people who may be Baltimore Ravens or Washington Redskins fans. There is a more troubling byproduct.”

FOR the purpose of establishing a commission to rename Negro Mountain and Polish 3 Mountain; providing for the membership of the commission; requiring the 4 commission to provide certain information to the Governor, General Assembly, 5 Maryland State Archives, Maryland Geological Survey, and Department of 6 Natural Resources on or before a certain date; and generally relating to 7 establishing a commission to rename mountains in the State. 8 WHEREAS, Negro Mountain is located in Garrett County, with its highest 9 point reaching 3,075 feet; and 10 WHEREAS, Polish Mountain is located in Allegany County, with its highest 11 point reaching 1,783 feet; and 12 WHEREAS, The names of these mountains should be changed to reflect more 13 accurately the history and culture of the region within which they are located; now, 14 therefore, be it 15 RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the 16 Governor, in consultation with the Maryland State Archives, Maryland Geological 17 Survey, and Department of Natural Resources, shall establish a commission to rename 18 Negro Mountain in Garrett County and Polish Mountain in Allegany County; and be it 19 further 20 RESOLVED, That the commission be composed of an appropriate number of 21 members appointed by the Governor; and be it further 22 RESOLVED, That, on or before December 31, 2011, the commission inform the 23 Governor, General Assembly, Maryland State Archives, Maryland Geological Survey, 24 and Department of Natural Resources of the new names that were selected for Negro 25 Mountain and Polish Mountain; and be it further 26 2 SENATE JOINT RESOLUTION 3 RESOLVED, That a copy of this Resolution be forwarded by the Department of 1 Legislative Services to the Honorable Martin O’Malley, Governor of Maryland; the 2 Honorable Thomas V. >Crane Makes Rare Visit To Deep Creek Lake

At the 40th Christmas Bird Count held at Deep Creek Lake, spectators and wildlife enthusiasts were rewarded for there dedication and patience with the rare winter visit of a sandhill crane. Naturalists present when the above photographs were taken believe the crane to be young, as it has a rusty-colored, feathered crown and yellow eyes. According to Cornell’s Birds of North America, an adult’s crown would be covered with bright red skin, and its eye would be colored somewhere between chrome orange and flame scarlet. No matter the age, however, the bird is distinct and beautiful. Sandhill cranes stand about 4 feet tall with a wing span of 6.5 to 7 feet and are primarily birds of open freshwater wetlands. The cranes generally feed on a wide variety of plant tubers, grains, small vertebrates (e.g., mice and snakes), and invertebrates such as insects or worms.

ST. PAUL, Minnesota (Reuters) – Headwinds stemming from the collapse of the housing bubble will hold back the U.S. economy this year, keeping growth closer to 3 percent than 4 percent, a top Federal Reserve official said on Thursday.
While 2011 will be better than 2010, the pace of recovery will not be fast enough to make a serious dent in the stubbornly high jobless rate, Minneapolis Fed President Narayana Kocherlakota said in a speech prepared for delivery at the Twin Cities campus of the University of Minnesota.
Kocherlakota sees the jobless rate staying above 9 percent for the rest of this year. “Even more troubling,” it will still be above 8 percent by the end of next year, he said in the speech, which largely repeated one he gave on January 11 in Madison, Wisconsin.
The U.S. jobless rate was 9.4 percent in December, and economists estimate it rose to 9.5 percent in January. The government will report the January rate on Friday morning as part of its closely watched monthly payrolls report.

The Obama administration is likely to recommend reducing the size of mortgages eligible for government backing, according to current and former officials, a move that could make getting a home loan in high-priced areas such as the Washington region more expensive.
Administration officials, who are preparing a white paper on overhauling the nation’s housing finance system, are looking at scaling back the support provided during the mortgage crisis to help the ailing real estate market.
In the District and most of its neighboring counties, home buyers have benefited from a temporary federal policy that has allowed mortgages up to $729,750 to receive government backing. Such home loans typically carry lower interest rates than those without government support, because investors are attracted by the official guarantee.
The administration is now likely to suggest that Congress allow the policy to lapse as scheduled in September, lowering the loan limit to $625,500.
The proposal to let the higher limits lapse is among the most concrete elements in the long-awaited review, which examines various options for reshaping the role government plays in the mortgage finance market.

OAKLAND, Md. (AP) — Garrett County authorities are charging five people with conspiracy in the escape of a jail inmate.
The sheriff’s office said Thursday that two people from Alexandria, Va., two from College Park, Md., and a Cumberland man have each been charged with conspiracy to commit first-degree burglary, conspiracy to commit first-degree assault and being an accessory after the fact.
This brings to seven the number of alleged conspirators in the Jan. 23 escape of 29-year-old Deandre Kelly of Washington. He remains at large.

OAKLAND — The escape of an inmate from the Garrett County Detention Center on Jan. 23 will be formally investigated by the Maryland Department of Public Safety and Correctional Services, according to Garrett County Sheriff Rob Corley.
“I have requested the state to investigate, and I have verbal confirmation that the agency will do the investigation,” said Corley.
Deandre Kelly, 29, of Washington, D.C., escaped from the lockup after he “produced an object believed to be a handgun and forced the officers to release an exit door,” according to the sheriff’s office in a press release that announced the escape. The media received notification of the escape in the early morning hours of Jan. 24.
Two correctional officers involved in the incident were not injured. No formal action has been taken against the officers. The incident has been under investigation from the outset by the sheriff’s office. Corley indicated late last week that an independent agency was asked to become involved in the investigation. Tuesday, he told the Times-News that the DPSCS would formally investigate the escape.
