Every May, as part of the National Pike Festival, a wagon train can be seen traveling along U.S. Route 40. Those who hitch up their horses and participate in the event begin in Boonsboro and journey several hundred miles, stopping to camp along the way. This will be the 38th year that the wagon train has made this journey as part of the festival. The experience is meant to invoke nostalgia for a time past, though the lush green landscape of western Maryland might be reason enough for many to join in. What are your favorite places for hiking, picnicking and enjoying the outdoors? One of mine is Swallow Falls State Park, boasting some of the most gorgeous scenery in Maryland.
Near Oakland in Garrett County, it’s a 3 1/2 hour drive from Baltimore, a bit beyond Deep Creek Lake, but worth it. It’s an awesome place of rushing mountain streams, majestic forest and roaring waterfalls. Muddy Creek Falls, seen above in a short video I shot recently, is the state’s highest free-falling waterfall, with a 53-foot drop.
Swallow Falls also harbors the state’s largest remaining stand of Eastern hemlocks, towering evergreens that once covered much more of the landscape. A 40-acre patch of hemlocks there somehow escaped the logger’s saws, making it one of just a handfull of old-growth forests in Maryland. You can also hike along scenic and wild Youghiogheny River.

As many as half of the 46 primary care hospitals in the state are moving toward switching by July from the current system, in which they simply are paid for each service, to where they are paid based on the patient’s illness and how effectively it is treated.
“The concept is to put a limit on a bundle of services that is focused on the health of the patient,” said Robert Murray, executive director of the Health Services Cost Review Commission, which approved the three-year experiment in January.
Murray said the new hospital payment system is a switch from reimbursing hospitals for every patient admission or procedure to paying hospitals a predetermined amount to treat a patient and letting hospitals keep the savings if they treat patients effectively so they do not have to be readmitted.

>Friendsville woman flees detention center

OAKLAND — A Friendsville woman who escaped from the Garrett County Detention Center Thursday afternoon was apprehended about an hour later on Fingerboard Road, the Garrett County Sheriff’s Office said.
Alisa Marie Shafer, 31, fled the facility about 4;30 p.m., “aided by a design flaw and structural failure at the facility,” the sheriff’s office said in a news release.
Deputies developed information that Shafer had been picked up by a vehicle in the area of Hutton Road. Police located the vehicle and a traffic stop was made on Fingerboard Road where Shafer was taken into custody without incident.
The sheriff’s office was assisted by Maryland State Police, Oakland Police Department, Natural Resources Police and the State’s Attorneys Office.
An investigation is ongoing by the Garrett Bureau of Investigation and additional charges are pending, police said.
Thursday’s incident marks the second time in four months that an escape has occurred from the jail. Deandre Kelly, 29, of Washington, D.C., escaped the facility on Jan. 23. He was subsequently arrested May 2 in the Lynchburg, Va., area by U.S. marshals.

The Maryland Department of Natural Resources has permanently closed three off-road vehicle (or ORV) trails. The Green Ridge, Chandler, and Poplar Lick trails had been temporarily closed pending the results of a forest certification audit. That audit, which was completed recently, was part of the state’s effort to receive dual certification for all three western Maryland state forests—a move the DNR claims will protect the $950 million western Maryland forest products industry, and secure 9,200 jobs.
“The DNR has been looking closely at the sustainability of these ORV trails for the past few years. While it is unfortunate that these three trails must be closed, the decision is based on the results of environmental assessments conducted by the department and the results of our recent forest certification audit,” said Steven Koehn, DNR state forester.
“These trails were built and sited decades ago and long before the current trend of riders and riding machine options,” continued Koehn.
“The locations of the trails are not sustainable in their current configuration, and they cannot be reconfigured to protect the environmental features located on these lands. We came to fully understand these facts as we reviewed all of our state forest management activities in preparation for a statewide forest certification audit. We were not surprised that the forest audit confirmed these particular ORV trails were unsustainable.”
Green Ridge trail is part of the Green Ridge State Forest; Poplar Lick trail is in the Savage River State Forest; and Chandler trail winds through the Pocomoke River State Forest. Walk-in access will still be permitted, including walk-in camping at Green Ridge and Poplar Lick trail camping areas.
The Green Ridge trail vehicle-access closure is effective in all sections of that trail, including the portion formerly open to licensed on-road vehicles.
“While it is unfortunate that these three trails must be closed, to do otherwise would be irresponsible,” said John Griffin, DNR secretary.
“The good news is that this process has brought to light the need for us to more actively engage with the ORV community. Input from several hundred stakeholders has underscored the fact that this important community of outdoor enthusiasts deserves the opportunity to ride and is prepared to do so responsibly in partnership with DNR.”
The DNR has stated that it recognizes ORV trails and riders as an important part of the Maryland outdoor recreation community and has pledged to identify new and improved trail locations.
Such options include several privately owned sites with “ready to ride” trail systems in place that could be purchased or leased by DNR, and/or its partners, to provide public ORV trail access. The DNR is also considering several existing public land locations for inclusion in this new trail evaluation process.

A sense of “cross-county mutual admiration” was displayed by this group of Northern and Southern high school track and field athletes following Monday’s Garrett County Championship, which was hosted by the Northern Huskies. The NHS boys and the SHS girls won their respective team championships.

An entire herd of steel horses made its way through Garrett County on Monday. The group is involved in the 2011 Kyle Petty Charity Ride Across America, which raises funds and awareness for Victory Junction and other children’s charities that support chronically ill children. This year marks the 17th ride for the group, which includes Petty and about 175 other riders. While the trek usually runs from west to east across the U.S., this year a different route was chosen. The trip began in Lake Placid, N.Y. on Saturday, May 7, and will conclude on Amelia Island, Fla., this Saturday, May 14. The group made a scheduled stop at Pilot in Grantsville on Monday to get fuel and meet with fans, before traveling through Oakland. See additional photos on the back page of this section. Maryland Deputy Secretary of Agriculture Mary Ellen Setting yesterday joined forest health inspectors from state and federal departments of agriculture, the Maryland Park Service, and the Maryland Conservation Corps (MCC) members to begin proactively treating the state’s premier hemlock stand at Swallow Falls State Park to protect the trees from the devastating impact of the hemlock woolly adelgid (HWA).
The HWA is a small exotic insect native to Japan, discovered in Virginia in 1951, that has slowly spread along the east coast of the United States resulting in hemlock decline and death. In addition to enhanced surveillance, Maryland Department of Agriculture (MDA), the park service, and MCC started proactively treating thousands of hemlocks with soil and tree insecticide injections with the goal to ultimately treat 100 percent of the hemlocks in the state park. According to an MDA spokesperson, they will concentrate on first treating the old growth area and entrance to the park and then treat the remaining hemlocks there. This program could take up to five years to complete. The injection suppression technique complements the biocontrol release of predator insects currently underway, which is showing great promise in Maryland, the spokesperson said.
“I am pleased to witness firsthand the steadfast efforts that Maryland is taking to stop the spread of the hemlock woolly adelgid and the damage it causes to our region’s important hemlock trees and associated ecosystems,” said MDA Deputy Secretary Setting. “Together with our state, federal, and academic partners, we are finding innovative ways to protect the environment for generations to come and to help keep Maryland smart, green and growing.”
“The virgin hemlocks of Swallow Falls State Park are a natural mecca for 250,000 visitors annually,” said DNR Secretary John Griffin. “We are committed to working in partnership with the MDA to protect this special place, as well as other important hemlock stands throughout Maryland’s public lands.”
“The Maryland Park Service has mobilized all 50 of its MCC members to support the week-long HWA suppression effort at Swallow Falls State Park,” said Maryland Park Service Superintendent Nita Settina. “MCC members will be literally walking in the footsteps of their predecessors, the Civilian Conservation Corps, which encamped at Swallow Falls State Park on May 14, 1934. Today, MCC members will be working to save the same trees that 77 years ago inspired a generation that restored Maryland’s natural resources and built many of its state parks.”
