The ribbon-cutting ceremony and grand opening of the new transportation museum of the Garrett County Historical Society in downtown Oakland has been scheduled for Saturday, Sept. 24.
The museum was constructed with funds donated by the Howard and Audrey Naylor Family Trust, with additional monies for sidewalks and landscaping coming from state grants obtained through the town of Oakland.
According to Robert Boal, society president, while the official opening of the museum is set for Sept. 24, a “soft opening” will begin on Monday, Sept. 19, with the public invited to visit the museum between the hours of 10 a.m. and 3 p.m.

DNR suspending fishing licenses of 60 offenders
New regulations implemented in spring

Cumberland Times-News The Cumberland Times-News Wed Sep 14, 2011, 11:31 PM EDT
CUMBERLAND — Acting for the first time on newly implemented regulations, the Maryland Department of Natural Resources intends to suspend the fishing licenses of 60 recreational anglers.
“We were given legislative authority in 2009 for suspensions and revocations and this spring the guidelines were implemented,” Thomas O’Connell, director of the Fisheries Service, said Wednesday. “Fishermen need to follow the rules or know that there are consequences.”
Even first-time offenders may face a suspension for violations such as exceeding the trout creel limit in put-and-take waters or possessing trout while in a catch-and-return area. Other qualifying violations include the possession of trout in a zero-creel-limit area, too many or wrong-sized yellow perch and keeping or possessing trout in a delayed-harvest area during prohibited times.
The use of bait or artificial lures where they are prohibited are violations, but will not trigger suspensions, according to Fisheries Service spokeswoman Sarah Widman.
“These 60 anglers were sent letters on Aug. 26 informing them that their licenses would be suspended and telling them that they have 30 days to appeal,” O’Connell said. Appellants will meet with an administrative law judge — in Annapolis, Hunt Valley or Centreville — who has the options of upholding, lessening or eliminating the suspension.
Suspensions range from 30 days to one year, depending upon the violation.
“This time around, we have recommended the maximum suspensions for the particular violations,” O’Connell said. Suspensions are proposed only after conviction in court or prepayment of fines.
Four of the proposed suspensions, each of 180 days, are for violations committed in far Western Maryland.

Amazing New Solar Incentives Hit the East Coast
It’s no wonder solar leasing is the fastest-growing sector of the industry. By removing the upfront cost barrier to solar power installations, solar leasing enables people across the country to go solar. Solar providers and solar contractors alike have been quick to add leasing to their services.
Now, a new player is entering the solar leasing market.
Constellation Energy, the nation’s largest wholesale power seller, announced that they are offering residential customers in Maryland, New Jersey, New York, Massachusetts, Ohio and Pennsylvania the option to lease solar panel power systems.
Constellation Energy has already been leasing home solar systems for commercial customers.

Grant fuels efforts for county-wide Internet
$50,000 awarded to fund feasibility study
From Staff Reports
Cumberland Times-News The Cumberland Times-News Fri Sep 09, 2011, 11:21 PM EDT
CUMBERLAND — A $50,000 federal grant is fueling local and state efforts to make high-speed Internet available across Allegany County — an improvement that is expected to attract new jobs and businesses to the area.
The Appalachian Regional Commission awarded the grant this week to the Allegany County Board of Education, which is part of a multi-agency partnership that is striving to improve Internet access across Western Maryland.
Maryland received more than $115 million last fall through the American Reinvestment & Recovery Act to extend broadband access across the state, particularly in rural areas. The project is called One Maryland Broadband Network (OMBN).
“It’s really a cooperative partnership,” said Nil Grove, chief technology officer for the school system, which has already received funds through OMBN to extend broadband to 14 of its 22 school buildings. Construction is expected to start this spring.
The $50,000 ARC grant will help fund a feasibility study for how to connect the eight remaining school buildings, as well as libraries, public safety, and other government agencies across the region, Grove said.
Garrett County received a similar $50,000 ARC grant in May and is in the midst of conducting a feasibility study.
“We’re hopeful and anxious because of what we think it can do for our schools,” Grove said. “It’s a wonderful opportunity.”
Eventually, the intention is to make affordable, high-speed Internet available to residents throughout the state.
“This federal funding will help grow Western Maryland’s economy, making an investment that will draw in new visitors, improve education, and attract new high-tech businesses, jobs, and economic development to the region,” Sen. Barbara Mikulski said in a press release announcing ARC grants to Allegany and Washington counties.
The Washington County Free Library received $61,000 to purchase new computers and replace obsolete equipment, and the town of Williamsport received $20,000 to develop bike lanes to attract tourists
Said U.S. Sen. Ben Cardin: “Technology is the key to jobs, innovation and growth in the 21st century, and this funding will give residents of Washington and Allegany County the tools they need to succeed.”
