Commissioners Approve Additional Funding For Deep Creek Lake Study

The Board of Garrett County Commissioners met in an emergency administrative session on Monday to review additional funding for Phase II of the Deep Creek Lake Sediment Study. By a vote of two to one, the commissioners approved allocating another $40,000 toward the Maryland Department of Natural Resources project.

Last year, the commissioners committed $65,000 from the county budget rollover to help fund the study, which will be conducted by the DNR at a total cost of $180,000. The DNR and such private entities as the Deep Creek Lake Property Owners Association have pledged $75,000 toward the study.

The DNR recently informed the county that there is a $40,000 deficit in the total funding required to complete all components of the study and that the commissioners needed to decided immediately if they wanted to contribute more.

After a long deliberation at Monday’s emergency session, the Board of Garrett County Commissioners, on a motion by chairman Jim Raley which was seconded and carried by Commissioner Bob Gatto, approved the additional funding of $40,000. Commissioner Gregan Crawford voted against the motion.

Crawford issued a statement Tuesday morning, outlining his reasons for voting against the proposal. He noted that the commissioners unanimously committed the original $65,000 because of the economic value of Deep Creek Lake to Garrett County.

“This action was taken in order to partner with the state and private entities to cover the cost of $180,000, even though Deep Creek Lake is solely owned by the state of Maryland,” Crawford said.

He noted that a total allocation of $105,000 from Garrett County would make it, not the state, the majority funder of the study.

“Before raising our commitment to become the majority funder of the study, I believe that more time is needed in order to address concerns that have been raised about the objectives, the goals, and the scope of the study, as well to consider what lasting expectations and implications may be created by the study,” Crawford said. “We need to be sure that the study adequately addresses our concerns and the concerns of the stakeholders of Deep Creek Lake. As a board member, I believe that we should not be committing ourselves, at this point, to pay the majority share when there are still some vagaries that exist in the proposal presented by the DNR. With some additional time and consultations, these details can be flushed out. It is imprudent for the board of commissioners to sign off on the Phase II Sediment Study and then attempt to fill in the details.”

Raley said he would hold a follow-up meeting on the issue with Bruce Michael, DNR’s Resource Assessment Service director, in Annapolis on Thursday to discuss concerns that constituents have about the study.

>April 2010 Residential Real Estate Sales – Market Update

April has come and gone and left behind another month of real estate sales in Garrett County & at Deep Creek Lake. There were 21 total sales, down one from last month and up 4 sales from April 2010.

I’ve been warning for months that the inventory is coming…and here it is. There are now 701 available properties on the market. I recall one day getting an update of 17 new homes – I believe last Monday. That number is up 103 from last month. Not surprising, as this is the time of year people like to start looking for their summer purchase. Homes show better in the warmer weather & the fresh landscaping/green grass helps a lot. The large portion of those ‘new’ listings are re-listed homes that didn’t sell last year.

Let’s take a look at the stats:

There are 43 homes under contract (38 last month).

The average list vs. ORIGINAL sales price was 81.62%, down from last month (83.51%).

The ADJUSTED list vs sale price was 87.31%, down from last month (89.63%).

The current # of active/for sale listings in MRIS (minus timeshares) is 703, up from last months 598. We have a 33 month supply of homes available (minus timeshares) based solely on the April sales numbers. This number is up from last month’s 27 mont supply.

Random observations:

•4 ‘newer’ home sold in March (5 years old or less)

•It appears that 11 or so of these sales were vacation homes

•14 homes sold under $300,000 (last month was 15)

•15 homes sold under $400,000

•2 homes sold over $ 1 million (same as last month)

•0 homes sold for higher than full price or at full price (last month was 4)

•One house sold for 52.63% of asking price – 139 Frederick Circle

•The oldest home that sold was 93 yrs old

•The average age of the homes that sold was 28 years (37 last month)

•3 condo/townhouse properties sold (3 last month)

Average Sale Price: $320,310 (last month $297,427)

Average Days on Market: 273/378 (last month 205/290) (days on market with current broker/total days on market)

The Garrett County commissioners will hold a constant yield hearing this evening, Thursday, April 21, in the Garrett College auditorium at 7 p.m.
A hearing is required whenever a Maryland jurisdiction is considering not reducing its real property tax rate enough to fully offset increasing assessments.

The commissioners are proposing to keep the current real property tax rate at $.99 per $100 of assessment in fiscal year 2012. This tax rate is .3 percent higher than the constant yield tax rate and is expected to generate $119,903 in additional property tax revenues.

Garrett County commissioners Ernie Gregg and Fred Holliday held their final public meeting on Tuesday. Both are Republicans, and both lost their bids to retain their seats in the recent election. Dozens of county staff members and constituents were on hand for the meeting.

District 1 commissioner Gregg was elected to six terms (not all consecutive), and is the longest serving commissioner in the county’s history.

“It’s been a real honor for me to serve the people of Garrett County,” he said. “I’ve tried to do that with compassion, fairness, integrity, and, most of all, honesty.”

Commissioner Holliday has represented District 2 for three terms.

“It’s been an honor and privilege to serve the people of Garrett County for the past 12 years,” Holliday said.

He said he hoped some of those gathered at the meeting would forgive him for “sticking a pencil in their eye” in an effort to keep them on budget.

Garrett Choral Society To Present "Christmas Joy" Concert Dec. 11, 12

The Garrett Choral Society (GCS) will present its annual holiday concert, this year titled Christmas Joy, on Saturday, Dec. 11, at 8 p.m., and Sunday, Dec. 12, at 2 p.m. The presentation will be given at St. Peter at the Lake Center in McHenry. The church is located along Mosser Road, just past Garrett College, on the right.
Under the direction of Julie Turrentine, the GCS features nearly 50 singers from all areas of Garrett County and nearby West Virginia. The group’s accompanist is Lynn Grimm, who will be joined on selected pieces by keyboard players Michael Broderick and Barb Peters. Moe Turrentine and Madonna Pool will provide percussion accompaniment.

The major work of this concert will be J.S. Bach’s Magnificat, which is the canticle of Mary from the first chapter of the Book of Luke, verses 46-55. The 12-movement piece will be the first half of the program, and will feature several soloists.

The second half of the program will consist of familiar Christmas songs, as well as some multi-layered choral pieces such as “Benedicamus Domino” by Peter Warlock and “Lux Aurumque” by Eric Whitacre.

The Con Brio Singers, an octet, will present Four Nutcracker Favorites, a light-hearted, abbreviated version of the classic work by Tchaikovsky. The men will present “Betelehemu” as well, which is a Nigerian Christmas song. It will feature soloist Royce Warnick.

FireFly Farms Win Major Awards At ADGA Conference

FireFly Farms, producer of artisanal goat cheeses from Maryland’s Allegheny Plateau, received top honors for four of its aged goat cheeses at the American Dairy Goat Association’s annual conference. The ADGA held its annual conference Oct. 15 through 23 in Tucson, Ariz.

FireFly Farms’ aged goat cheese, Merry Goat Round, was honored as the 2010 Reserve Best-in-Show at the competition. Merry Goat Round also took a first place ribbon competing in its class against other unflavored surface mold ripened cheeses. These two new awards bring Merry Goat Round’s total individual award count to eight, including international recognition at the World Cheese Awards in 2004, 2007, and 2008.

FireFly’s aged goat cheese, Mountain Bleu, received the first place ribbon competing in its class against other unflavored blue-veined cheeses with exterior molding. This new award brings Mountain Top Bleu’s total individual award count to 13, including its 2005 selection by Saveur Magazine editors as one of their 50 favorite American cheeses and its international recognition at the World Cheese Awards in 2004, 2006, and 2008.

FireFly Farms’ aged goat cheese, Black & Blue, received the first place ribbon competing in its class against other unflavored, rindless, blue-veined cheeses. This new award brings Black & Blue’s total individual award count to five, including consecutive first place finishes in the ADGA Competition for 2007, 2008, 2009, and 2010.
