Officials Raise Landfill Tipping Fee, Annual Residential Refuse Permit

The Garrett County Department of Solid Waste and Recycling announced yesterday new rates for tipping and residential refuse permits.

Effective July 1, the landfill tipping fee will be $45 per ton for municipal and commercial waste, as well as construction, demolition, and yard debris.

The Garrett County commissioners approved the increase from the current rates of $35 (household)/ $40 (construction) per ton to cover the costs for continued operation of the landfill and the collection sites.

Residential users will also see an increase when they purchase their 2013 refuse permit. Currently, the annual permit costs $25. Beginning in 2013 the permit cost will be $50, which equates to less than $1 per week.

Permit holders are able to dispose of all their household trash and an occasional bulky item at any of the six collection sites located throughout the county.

Individuals must maintain a household in Garrett County in order to be eligible for the annual permit, and the refuse to be disposed of must have been generated in Garrett County.

Garrett recycling rate noted

OAKLAND — Garrett County has achieved a recycling rate of 45.17 percent for 2010, according to the county’s Department of Solid Waste & Recycling.
The Maryland Recycling Act requires each of Maryland’s jurisdictions to report the amount and types of materials recycled annually. Populations with less than 150,000, which includes Garrett County, are required to recycle 15 percent of their waste.
The county’s recycling rate for 2009 was 47.7 percent, according to the Maryland Department of the Environment, which ranked the county fourth in the state.
“It is now time for Garrett County businesses to report their annual recycling efforts to our office for 2011,” the department announced in a news release Tuesday.
All materials being recycled within the county or outside of the county and state are eligible and count toward the recycling rate. The 2011 recycling report forms are being mailed out with a deadline of March 16. Forms can be downloaded at www.garrettcounty.org.
Recycled materials include landscaping debris; carpet or cloth remnants; newspapers or catalogs sent back to manufacturers; wood waste to mulch/compost; oil filters; all mixed paper; toner cartridges; camera/film canisters; and all plastics. Common recyclables include aluminum cans; newspapers; cardboard; magazines; office paper; glass bottles and jars; electronics and mixed metal.

Christmas Trees May Be Recycled At Local Landfill

The Garrett County Department of Solid Waste and Recycling invites Garrett County residents to participate in Christmas tree recycling at the county landfill during the months of January and February.

Trees will be accepted for recycling from 9 a.m. to 4 p.m., Monday through Friday, at the landfill location at 3118 Oakland Sang Run Road.

Christmas tree recycling is available to Garrett County residents free of charge. A residential disposal permit is not required to participate in this program or any other recycling program in Garrett County.

Christmas trees may also be recycled at home by placing cut branches and needles under trees and shrubs as a temporary winter mulch – or by chopping them up and adding them to compost piles.

“Please remove all tinsel, garland and ornaments before recycling Christmas trees at home or the landfill location,” said recycling coordinator Kim Madigan.

The Garrett County Solid Waste and Recycling Division announced Tuesday that the county’s recycling rate ranks fourth in the state, just behind Charles County; the MidShore Regional Recycling Program for Caroline, Kent, Queen Anne’s, and Talbot counties; and Hartford County.
Garrett County achieved its ranking by having a recycling rate of 47.7 percent, with a source reduction rate of 48.7 percent for calendar year 2009, as reported by the Maryland Department of the Environment (MDE) after a complete review of the county’s Maryland Recycling Act (MRA) Tonnage Report.

The MRA requires that Garrett County divert at least 15 percent of its waste to recycling programs. All counties in Maryland report their recycling tonnages to MDE for review and approval.

“It is our goal to continue to educate and encourage the residents and businesses to not only recycle, but to also reduce waste at the source,” said Kimberly Madigan, recycling coordinator for the Garrett County Solid Waste and Recycling Division.

Source reduction, she said, means the design, manufacture, purchase, or use of materials or products to reduce the amount of waste generated. It includes reuse, waste elimination, package reduction, and substitution.

The Garrett County Solid Waste and Recycling Division is requesting that local businesses complete their 2009 recycling reports by the March 15 deadline. Forms will be mailed this month.
The Maryland Recycling Act (MRA) authorized the Maryland Department of the Environment in 1988 to reduce the disposal of solid waste in Maryland through management, education, and regulation.

The MRA requires that each of Maryland’s jurisdictions develop and implement recycling programs and report the amount and types of materials recycled annually. Populations with less than 150,000 are required to recycle 15 percent of their waste.

“Therefore, we are requesting that each business in Garrett County report its recycling efforts within the county or outside of the county and state,” said local recycling coordinator Kim Madigan. “The Solid Waste and Recycling Division is proud of the Garrett County residents and businesses who helped us achieve a 47.95 percent recycling rate in 2008. These efforts are applauded.”
