DNR Selects 10 Deep Creek Lake Coves For Sediment Study

Support the Republican Newspaper! It’s only $9.95/year for the online edition!

Oct. 28, 2010

The list of coves selected for Phase I of the Department of Natural Resources’ Deep Creek Lake Sediment Plan/Study was announced during the recent DCL Policy and Review Board meeting.

Those areas are Brushy Run, Thayerville (Arrowhead), Pawn Run, Penn, Chadderton School, Hickory Ridge, Turkey Neck (Back Bay), Hazelhurst, Poland, and Gravelly Run. Some of the coves not included in the study are Deep Creek, Deer Haven, and Green Glade.

Bruce Michael, head of DNR’s resource assessment service, announced during the “State of the Watershed Forum” in August that the study would be conducted. The forum was sponsored by Friends of Deep Creek Lake.

The group’s director, Barbara Beelar, reported that property owners in coves not selected for the plan have voiced their concerns to DNR and DCL manager Carolyn Mathews. The owners are concerned that if their coves are excluded from the study, they will also be excluded from possible sediment dredging operations.

Beelar said 16 residents from Deep Creek Cove attended the Policy and Review Board meeting and delivered a letter signed by 27 people requesting that their cove be included in the plan. The letter noted that a low-water level and high sediment during the 2010 boat season limited recreational use to less than 10 weeks in Deep Creek Cove.

Mathews explained this week that the coves chosen for Phase I were selected based on several reasons. She noted that DNR wanted to get a broad look from various types of areas and already had data from some coves.

“They (the chosen coves) represent areas around the lake where DNR does not have sufficient data to analyze, and some were selected because they represent different drainage basins, soil types, slope, or land uses,” Mathews said.

She noted another part of Phase I is to conduct a wholistic surficial sediment survey.

“This survey will characterize the existing sediment throughout Deep Creek Lake so DNR can understand the extent of the current situation and to identify the problems,” Mathews said. “Once DNR has the results from the various tests and sampling and compares it to existing U.S. Geological Survey data and historical data, scientists can extrapolate general results for the other areas of the lake and determine areas of concern.”

Implementation of Phase I of the plan has an estimated cost of $103,000. DNR Boating Services is funding $75,000 of this cost, and $25,000 is coming from the Deep Creek Lake Management Fund, according to Mathews.

“If the results of Phase I determine that DNR should move to Phase II, that work will quantify and characterize the accumulated sediment in the lake and then identify reasonable, feasible, and sustainable alternatives to address accumulated sediments,” she said.

Another goal of Phase II will be to identify ways to reduce sediment inputs to the lake, she noted. Ways to reduce sediment loads into the lake would include designing Best Management Practices for minimizing sediment introduction and transport from adjoining property and tributaries to Deep Creek Lake.

“Cost estimates to conduct Phase II are close to $200,000 and sources for those funds are not identified at this time,” Mathews said. “The actual cost of any type of sediment removal would be hundreds of thousands of dollars.”

The manager noted that just because a cove was not included in the Phase I study does not mean it will be excluded from future sediment removal operations. But, at the same time, the dredging operations may not include all DCL coves, based on a variety of reasons, including operation costs and study results.

Beelar explained that sedimentation accumulation is a natural process that is shaped by many factors, including rainfall amounts, soil types, land use, vegetation, land slope, and existing sediment controls.

“There is additional erosion coming from lake shorelines, storm water runoff, and channeling of road runoff into the lake,” she said. “Lake levels controlled by operation of the hydroelectric dam and boating wakes during high water levels contribute to shoreline erosion. Shoreline characteristics influence the mount of erosion, with the best having natural shoreline protection such as grasses, shrubs, and trees, or effective stabilization controls and low-wake zones in unstable areas.”

Day trip: Autumn Glory Festival in western Maryland

From the Baltimore Sun:

There is little argument that fall is one of the most beautiful seasons of the year. And spending some of it among the mountains of Western Maryland is a sure bet, even if all you do is take in the views. So if you’re looking for a change of scenery from your office cubicle, this week’s Autumn Glory Festival in Garrett County is more than worth the trip.

The 43rd annual fest offers dozens of activities taking place at a host of venues near Deep Creek Lake. There’s a Haunted Mountain Coaster at Wisp. A corn maze at Cove Run Farms. A Heritage Craft Festival and Quilt Show. An Oktoberfest Celebration in Oakland. A Great Pumpkin Festival at Adventure Sports Center International. And not to mention, a Grand Parade with marching bands, clowns and floats and a Royalty Court. That’s just the beginning of the fall fun at the five-day event, which was named the “#1 Fall Festival in the World” by msn.com.

The plan: Before you leave home, go to visitdeepcreek.com and download a festival brochure and map. It’s a bit of a drive to Garrett County, so plan on staying overnight. Depending on the weather, there should still be a few days left for camping, too. Once you decide on a base camp, fan out to whatever suits your fancy. The options are plentiful.

ARC Awards Grant To Study Tourism At Deep Creek Lake

Support the Republican Newspaper! It’s only $9.95/year for the online edition!

Sep. 23, 2010

The Appalachian Regional Commission (ARC) has awarded a $20,000 grant to Garrett County to conduct a study of tourism at Deep Creek Lake, allowing local residents, businesses, and government to better plan for future development in the area, according to U.S. Senators Barbara A. Mikulski and Benjamin L. Cardin. In addition to ARC funds, local sources will provide $20,000.

“This federal funding will help Garrett County boost its tourism and its economy,” Mikulski said. “This funding is a federal investment in jobs today and jobs tomorrow in western Maryland. I’m so proud that Garrett County will be able to use these funds to continue to develop and grow.”

The ARC funds will be used to study lake visitors by demographic and season, analyze second home/rental property revenues, and define spending by category and season at lake-area businesses. It is anticipated that the information will provide a better understanding of the lake’s economic importance and provide a framework for future allocations to protect and preserve this environmental asset.

Feds Fund Study Of Deep Creek Lake, Md., Tourism

MCHENRY, Md. (AP) ― The federal government is helping to fund a study of the tourist economy at Deep Creek Lake in western Maryland.

U.S. Sens. Barbara Mikulski and Ben Cardin announced the $20,000 grant Tuesday from the Appalachian Regional Commission. Local authorities must come up with an equal amount.

The project will study the demographics of lake visitors during different seasons of the year.

It also will analyze the revenue derived from vacation home rentals and spending patterns at area businesses.

Cardin says the study will help guide growth in ways that will preserve the lake for future generations.

BYU student credits faith for surviving boat mishap at Deep Creek Lake

Jay’s note: This happened while I was out of town on vacation and I didn’t see any articles or anything about online, but it was in the Deseret News today. What a great story – must read.

By Sara Israelsen-Hartley, Deseret News

PROVO — While his peers purchased textbooks and studied their class schedules for another fall semester, BYU senior Dane Brock said a prayer of thanks that he still had a right leg to take with him to classes next year.

In fact, for the 24-year-old who nearly died three weeks ago when he was run over by a boat while swimming, each new day is worth celebrating.

Brock’s optimism and faith kicked in just seconds after he realized he’d been hit by a boat while vacationing at western Maryland’s Deep Creek Lake on Aug. 27.

He’d been swimming hard near the edge of the safe-swim zone and between splashing and breathing never heard the roar of the motor. The impact from the propeller shoved him under the water and as he floated to the bloodied surface, he knew he needed immediate help.

“I don’t think they knew how serious it was, they just kept apologizing,” he said of the boaters. “I told them I appreciated them apologizing but they needed to get me in the boat or I was going to drown.”

Letter to Editor: Officials not acting to protect Deep Creek Lake

Interestinbg points in this letter to the editor of the Cumberland Times:

To the Editor:
Cumberland Times-News Cumberland Times-News Fri Sep 17, 2010, 08:00 AM EDT

— Three strikes in baseball means you’re out. Many worldwide religions regard the number three as having important significance.

Three times this year sewage has spilled into Deep Creek Lake.

The first sewage spill went largely unreported. Since there was never any official estimate given the only thing to work off of are estimates made by private home owners. Some of these are as high as 65,000 gallons.

The second spill was reported at first by the Cumberland Times-News with estimates of 45,000 gallons of raw sewage entering the lake. A recent spill was estimated at 6,400 gallons, even though the original estimate issued by the Deep Creek Lake POA was 9,000 gallons.

In one summer season it appears that over 116,400 gallons of raw sewage have entered Deep Creek Lake. This coincides with the largest fish kill ever reported in the lake watershed.

As a real estate agent and small business owner I, like many lake residents, depend on the lake’s recreational value to sustain small business growth.

More importantly, I look to Deep Creek Lake to provide our area with an important natural resource: both recreationally and ecologically.

Gorgeous migrating birds, (bald eagles and herons included) unique freshwater fish, and exciting freshwater mammals, (such as beavers) all make this resource and the surrounding streams their home.

On the recreational side, Deep Creek Lake has introduced countless visitors and residents alike to just how much fun and enjoyment Mother Nature can offer.

Though, as a citizen watching sewage literally run into our lake, I fear that those in the positions to maintain lake water quality have failed on multiple occasions.

Just as BP, Halliburton, and Trans Ocean failed to maintain an operational and secure oil well in the Gulf — the Garrett County commissioners and Department of Public Utilities Sanitation Division have failed to maintain a viable and safe sewage system at Deep Creek Lake.

This failure has threatened not only the health of the lake but public health as well.

To add insult to injury they failed not once, not twice, but a total of three times. In doing so, they have put many lake area businesses in jeopardy of large scale profit losses and endangered the health of local residents and visitors alike.

This goes without mentioning the tremendous toll these spills have taken on the lake’s aquatic life. To me this is unacceptable.

As residents and business owners we have two choices. We can quietly allude ourselves to the false pretense that everything is being done by our current elected officials to maintain lake quality and preserve our natural resources. Or we can face the stark reality that something needs to change.

As sewage fills Deep Creek Lake and wind turbines dot our once picturesque mountain landscape are we not forced to ask, have our elected officials kept the lake area and Western Maryland’s best interest at heart?

Perhaps we need to ask all elected county officials to exit their offices since new representatives have been chosen to hopefully make far better choices and offer much more efficient management of Western Maryland’s crown jewel, Deep Creek Lake.

Sewage again overflows into Deep Creek Lake

Strings from cloth mop entangled part of pump, caused malfuction Sunday afternoon
Megan Miller
Cumberland Times-News Cumberland Times-News Wed Sep 08, 2010, 08:00 AM EDT

— OAKLAND — A sewage pump malfunction on Sunday in Garrett County resulted in a 6,400-gallon sewage spill near the shore of Deep Creek Lake.

The spill occurred in the area of 2739 Lake Shore Drive at about 3:10 p.m., when strings from a cloth mop entangled the pump’s float control device, according to Linda Lindsey, director of the Garrett County Department of Public Utilities. Because the float device was bound up, the pumps ran continuously until they overheated.

Sewage spilled across the ground and into a nearby stream that feeds into the lake.

“It basically saturated the ground, because the ground was so dry,” Lindsey said at Tuesday’s county commission meeting.

County officials were notified when an adjoining property owner heard an alarm at the station and called the Department of Public Safety and Emergency Management. That office paged the public utilities employee on duty, who went immediately to the scene of the spill.

Lindsey said the employee was able to correct the malfunction approximately nine minutes after receiving notification of the problem.

The ground was disinfected and the area cordoned off from the public. Buoys were set up to restrict traffic in that portion of the lake.

A public service announcement was broadcast on the radio Monday to notify the public of the hazard.

Water testing has been conducted daily since the spill and will continue until bacteria counts fall to acceptable levels, Lindsey said.

It’s the second major malfunction to result in a sewage overflow in as many months.

On July 11, an electrical malfunction at a pump station near the intersection of U.S. Route 219 and Lake Shore Drive caused 42,000 gallons of sewage to overflow along the shore of the lake.

In that incident, an electrical short prevented an emergency generator from supplying power to the pumps. The spill apparently occurred sometime before 7 a.m. and was reported by a neighboring property owner at approximately 9:45 a.m. County workers corrected the problem at the pump station by about 10 a.m.

Afterward, county officials committed to the installation of diesel-powered emergency backup pumps at three pump stations, including the two involved in the recent spills and another on the same line.

Those are the three pump stations that handle the majority of the system’s flow, Lindsey said.

Workers began installing the diesel pumps last week but were pulled away to repair water leaks elsewhere in the system. Lindsey said that had the diesel pump been online, Sunday’s spill would likely have been prevented.

She said her department tries to educate businesses and vacation rental companies about what materials can and cannot be flushed down the drain, but that doesn’t prevent all problems. Even towels and bedsheets have occasionally made their way through the system to bind up the pumps.
