GC Commissioners Announce Public Meeting Schedule

The Board of Garrett County Commissioners announced this morning it will continue to conduct public meetings on the first Tuesday of the month at 9 a.m. and the third Tuesday of each month at 4 p.m.

On the second, fourth, and, if applicable, fifth Tuesday, the board will be in the office to review and conduct informational sessions with the county administrator, county attorney, county government staff, component units, or other parties.

These work sessions are open sessions and will be scheduled to allow staff a time to present briefings to the board and to provide input to and receive guidance from the board.

The sailor in this photo is Carrie Dodd, and the shot was taken during the Deep Creek Yacht Club’s Full-Rig Laser Regatta this past weekend, an event in which Carrie finished third. The photo was taken by Carrie’s grandmother Barbara Meredith. The weather prognosticators are calling for the exceedingly warm, sunny conditions to continue on the Mountaintop for the next several days, affording opportunity for enjoyment of Garrett County’s numerous outdoor recreational offerings.

Daisy Graham, seen here proving that one is never too old to try new things, recently took her first boat ride on Deep Creek Lake. The 101½-year-old Graham not only experienced her first boat ride, but took the captain’s chair and piloted the watercraft. The opportunity was afforded to Graham and others from the Diakon Adult Day Care Services at Mountain Glade by Lew Wheeler, who hosted a picnic and a day on the water at his home. Graham’s family have expressed their thanks to Wheeler, the Garrett Transit Service, and the volunteers for making the event possible.

Grant will target illegal passing of school buses

— Schools will open for a new year in just a few weeks, and when they do police throughout Maryland will be on the lookout for vehicles illegally passing school buses.

It’s no small problem. During a one-day survey in February, bus drivers throughout Maryland reported 7,028 violations, 4,000 of which were by oncoming drivers who ignored the stop arms of buses. Another 2,665 vehicles traveling in the same direction as the buses passed on the left and 366 actually passed illegally on the right.

In Garrett County, numerous drivers were cited for illegally passing buses during the last school year, according to Sheriff Rob Corley.

Allegany County school transportation director Jay Walbert said his school system averages three “run-throughs,” or illegal bus passes, a week. “They can happen anywhere, but two spots with frequent run-throughs are the three-lane on McMullen Highway (south of Middle Ridge) and not far from the (Maryland State Police) barrack on National Highway,” he said.

To step up enforcement of state laws dealing with illegal passing, the Governor’s Office of Crime Control and Prevention is doling out $548,411 in grants to law enforcement officers throughout the state. The Allegany County Sheriff’s Office and the Cumberland Police Department are receiving $10,000 each. Another $20,000 is going to the Garrett County Sheriff’s Office.

The safety of school children is vital and these grants should help dramatically increase school bus safety awareness. Don’t be surprised to see a frequent police presence during school bus trips on school mornings and afternoons.

Allegany and Garrett county public schools will reopen Aug. 24.

The Casselman Chronicle, celebrating 50 years of local stories

The Casselman Chronicle, the official publication of the Springs Historical Society of the Casselman Valley, covering the history of Somerset County, Garrett County and nearby areas, has celebrated its 50th edition. The journal is more than a historical document, it is a celebration of the life and times of the early residents of the Casselman Valley.

Shirley Teets, Springs, has been volunteering with this project since the first edition was printed in the winter of 1961. The Casselman Chronicle was the brainchild of founder Dr. Alta Schrock. Shirley recalls driving Dr. Schrock to the printer office in Berlin at 10 p.m. while Alta was placing the finishing touches on an article to meet the deadline. Many miles were driven gathering articles and photos over the years.

Shirley said she has learned a lot, enjoyed many good times talking with people and has received many nice notes and calls of appreciation for her work in helping to publish their stories and for her help in using the Chronicles as a tool in family research.

Elnora Schrock, Salisbury, worked with Alta and Shirley for many years, writing and editing. Janet Bender, Springs, joined the volunteer staff in the 1980s and spends many hours on the publication.

Two Local POs Tentatively Set To Be Closed

Two Garrett County post offices are among the 3,653 around the country that are tentatively slated for closure, according to the financially struggling U.S. Postal Service.

The USPS, which has been losing billions of dollars as more people communicate online, said Tuesday that it is considering closing 12 percent of its post office locations and working with local businesses to fill the void.

The local POs on the list are those that currently serve Bloomington and Bittinger.

The post offices are those that have been labeled as having “low activity,” which means low foot traffic, average sales of less than $50 per day, and less than two hours of work per day. Most are located within five miles of another post office location, and the great majority of them bring in less than $27,500 in annual revenue.

Among Allegany County post offices on the list are those of Cresaptown, LaVale, and Cumberland Station A. The Bayard, W.Va., post office is also included.

The Youghiogheny River Watershed Association (YRWA) and the Maryland Department of the Environment (MDE) – Abandoned Mine Lands Division will hold a public information meeting on the Casselman River Watershed Remediation Plan next Thursday, Aug. 4, from 7 to 8:30 p.m. at Grantsville Town Hall, 171 Hill Street. All interested persons are invited to attend.

The meeting will focus on the plan developed by the MDE Baltimore staff in conjunction with the Abandoned Mine Lands Division (formerly the Bureau of Mines). According to James “Smokey” Stanton, YRWA chairman, the plan provides a comprehensive watershed restoration strategy for the Casselman River Watershed with respect to non-point sources of acidity. The intent of the plan and associated projects is to establish a comprehensive approach to assessment and eventual pollution abatement and mitigation of existing water quality problems, Stanton said.

The MDE – Abandoned Mine Lands Division expects work to begin in the watershed this fall, as early as October. Representatives of the Abandoned Mine Lands Division will present the watershed restoration plan in a brief PowerPoint presentation. Representatives of MDE from the EPA 319 grant program in Baltimore will participate and be available to answer questions.

The Casselman River flows north from its headwaters near Savage River State Forest to the Pennsylvania state line, and lies within the Monongahela River Watershed, a part of the Ohio River drainage basin. The Casselman is a high quality mountain stream noted for its populations of brook trout, stonecats, and hellbenders in the less impaired parts. The tributaries of the Casselman Watershed have shown significant reductions in the native brook trout population as a result of acid mine drainage from abandoned mine discharges, as well as episodic atmospheric deposition.

The Casselman River Watershed Remediation Plan consists of several phases, including identifying sources and major discharges, generating a list of impaired stream segments, developing a database of segments, prioritizing impaired streams, and developing solutions to correct the impairments.

Md. Democrats target Republican congressional district

Roscoe Bartlett, Jr. (R-Md.)Maryland Democrats are trying to push one of Maryland’s two Republican congressional representatives out of office by moving Rockville and possibly Germantown into the solidly red Western Maryland district represented by long-time Republican Rep. Roscoe Bartlett Jr.

Democrats made their case to Maryland’s redistricting committee at a recent public hearing in Frederick County. Their proposal would redraw Bartlett’s 6th District to include most of left-leaning Rockville and part of Germantown, while excluding more Republican counties east of Frederick, which include Carroll, Baltimore and Harford. The 6th District extends from Garrett County to Harford County along Maryland’s northern border with Pennsylvania.

Democrats — including one-time Bartlett challenger Don DeArmon — argued that Frederick’s needs are unrelated to those of its neighbors to the east.

Maryland's Other Beach

Skip the ocean and head to Deep Creek Lake in Western Maryland for family fun.

We love the beach. But sometimes, when we’re sitting in traffic on the Bay Bridge, contemplating higher tolls and the mob scene in Ocean City, we begin to wonder: Isn’t there another great vacation spot nearby?

As it turns out, there is. From Baltimore, just point your car in the opposite direction of the Eastern Shore, drive the same three hours, and you’ll end up at Deep Creek Lake, a treasure trove of summer fun without the crowds.

For the locals and visitors who come every year—many of whom have summer houses on the lake, which has 69 miles of coastline and is the largest inland body of water in the state—it is a well-guarded secret. (Sorry, guys!) The lake’s sandy beach, with swimming and multiple boating options; a surprising diversity of warm-weather activities, many at nearby Wisp Resort (296 Marsh Hill Rd., 301-387-4911, http://www.wispresort.com); a great nature center; and lots of dining and shopping attractions make it an excellent, family-friendly alternative to the ocean.
